If you’ve been following my original post about the naturalization process, you probably noticed how many moving parts there are … forms, interviews, study prep. Well, there’s a major update: USCIS is rolling out a new civics test and adjusting some of the evaluation criteria. These changes will apply to new applicants starting October 20, 2025.
My goal here is to break it down simply so you know exactly what’s changing … no confusion.

What’s Changing: 2025 Civics Test
- The 2025 test will use the same 128-question pool that was used in the 2020 version.
- Instead of 10 questions (2008 test), you’ll now be asked 20 questions.
- You’ll need to answer 12 correctly to pass — that’s a 60% threshold.
- If you answer 9 or more incorrectly, that’s an automatic fail.
- These changes only apply to applicants who file after October 20, 2025. If your application is filed before that date, you’ll still take the 2008 version.
Other New Focus Areas
Stronger Good Moral Character Review
USCIS is signaling that they’re placing more weight on “good moral character” evaluations — meaning your personal history, behavior, and testimonies (from neighbors, employers, etc.) may be more closely scrutinized.
Neighborhood or Workplace Interviews
In some cases, authorities may interview people from your community or workplace to verify your character or reputation.
Updated Study Materials & Test Answers
Because the test is being revamped, USCIS is updating the study resources and making sure the “answers” match the current officeholders (which may change due to elections or appointments).
What This Means for You
- If you’re planning to apply before October 20, 2025, you’ll still go with the old 2008 test (10 questions, 6 correct). Focus your study around that for now.
- If you plan to file after that date, ramp up your study game — 20 questions, more content, and tougher evaluation.
- Don’t wait until the last minute: study early, gather character references (letters, community ties), and get ready for possible extra interviews.
- Stay updated: USCIS may release more guidance or clarifications — always refer to their official site.
How to Prepare Better
To prepare effectively for the updated naturalization process, start by using the USCIS Citizenship Resource Center and the official 2025 Civics Test study materials. It’s helpful to take mock tests from both the 2008 and 2025 versions to get familiar with the new format. Prepare personal statements and consider gathering affirmative character references, such as letters from neighbors, employers, or community members. Be ready for questions about your personal life, community involvement, and possibly input from colleagues or neighbors. A few weeks before your interview, refresh your knowledge by reviewing the full 128-question list used for the new test.
